Not directly through official means. However, with a hacked Vita (using HENlo on 3.74), you can use modoru – a homebrew downgrader – to go back to 3.60 or 3.65, but this requires first running the temporary exploit and risks a brick if done improperly. : Navigate to Settings > Start > System
